وی ادامه داد: در بین انواع شیوه های پیشگیری همچون پیشگیری های قضایی، انتظامی و اجتماعی ، تنها پیشگیری اجتماعی است كه با استفاده از علوم جامعه شناختی و روانشناختی در افكار و رفتار انسان ها تاثیر گذاشته و با كمترین هزینه مطلوب ترین نتایج حاصل می شود.

وی اظهار كرد: كار در معاونت اجتماعی جلوه خاصی از فریضه امر به معروف و نهی از منكر است و این افتخار بیش از همه شامل حال مشاوران و مددكارانی است كه با اشرافیت به آسیب ها و معضلات فردی و اجتماعی دلسوزانه به مشكلات افراد گوش فرا داده و با ارائه راهكارهای كارشناسانه خود در حل و فصل گرفتاری مردم ایفای نقش می كنند.

نوروزی گفت: اقدامات و عملكرد معاونت اجتماعی استان آذربایجان غربی بسیار عالی و قابل تحسین است و نشان می دهد انتظامی استان در بسیاری از كارهای فرهنگی به عنوان یك عامل پیشرو توانسته است در جلب مشاركت مردم و سایر نهادها و سازمان های دولتی و غیر دولتی گام های بسیار موثری را در موازات پیشگیری از آسیب های اجتماعی بردارد.

وی اضافه كرد: معاونت اجتماعی با زمینه سازی های مناسب فرهنگی می تواند از ظرفیت و پتانسیل سازمان هایی چون صدا و سیما، آموزش و پرورش، بهزیستی، بهداشت و درمان، جامعه بزرگ دانش آموزی و دانشجویی و اولیاء و مربیان، جوامع صنفی، ادارات و مساجد و سایر نهادهای دیگر استفاده كرده و با صدور آموزش های اجتماعی و ترویج فرهنگ خود كنترلی در مردم، نقش سازنده ای را در عرصه پیشگیری از جرایم بردارد.

رئیس پلیس پیشگیری ناجا با بیان اینكه، مجموعه معاونت اجتماعی فرماندهی انتظامی آذربایجان غربی واقعا توانسته است حق مطلب را در امر پیشگیری اجتماعی در استان ایفاء كند و انتظارات پلیس پیشگیری ناجا را در استان برآورده كند از مجموعه عوامل انتظامی استان تقدیر كرد.

نوروزی گفت: پلیس پیشگیری ناجا آماده است این معاونت را در تولید فیلم، طنز و انیمیشن های سه الی 10 دقیقه ای و همچنین در جذب و بكارگیری نیروهای متخصص در امر مشاوره و مددكاری و راه اندازی مشاوره تلفنی در استان و افتتاح شعبه دوم مركز مشاوره در شهرستان ارومیه یاری و پشتیبانی كند.
